1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，曹妃甸6-4油田开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：依托南堡35-2油田，新建一座8腿带井口的中心平台（44个井槽、8个单筒双井，可钻52口井；80人生活楼），新铺设1条8"由CFD6-4CEPA至NB35-2 CEP的12.5公里双层保温输油海管，1条12.5公里的复合海底电缆，井流物在中心平台处理成合格原油后经新建海底管线输送至南堡35-2油田CEP平台，并与南堡35-2油田CEP平台的合格原油一起输送至“世纪号”FPSO储存和外输。分离出来的生产水和水源井水在CEPA平台处理合格后直接回注地层。CEPA平台设2台10000kW主电站，通过海底复合电缆与NB35-2CEP平台电力组网。

2.货物名称：全封闭耐火救生艇

数量：2艘（60人/艘，其中1套兼做救助艇使用）

交货期：2020年08月15日（国内）或2020年07月31日（进口）

交货地点：中国山东青岛黄岛建造场地（国内货物）或山东青岛港CIF（进口货物）

主要技术要求：

1) 全封闭耐火救生艇2套，乘员人数需满足CEPA平台60人/套的要求。

2) 吊艇架应是平台固定式的。

3) 操作和维修区周围应设置围栏。

3. 投标人资格要求：

1) 救生艇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（CCS）对救生艇设备整体进行检验并获得检验证书。

2) 投标人所提供的全封闭耐火救生艇应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少2个项目在海洋环境条件下成功运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料(合同和调试验收报告，或合同和使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。

3) 本次标的物应取得设计、建造、检验和调试的CCS认证证书。

4) 本次标的物应取得CCS颁发的型式认证证书。

 

4．有兴趣的合格投标人可通过以下方式获取招标文件：

1. CNCCC InternationalTendering Co., Ltd. (hereinafter called “TenderingAgent”), for and on behalf of CNOOC China Limited (hereinafter called"Purchaser") invites sealedbids from eligible bidders for the supply of following equipment:

Overview: The development projectincludes relying on NB35-2oilfield to build a new 8-leg central platform withwellhead (44 wellslots, 8 single wells and double wells, 52 wells canbedrilled; 80 people's living quarters), laying a new 8-kilometerdouble-layerinsulated oil pipeline from CFD6-4CEPA to NB35-2CEP, a12.5-kilometer compositesubmarine cable and fluid in the center. After theplatform is processed intoqualified crude oil, it is transported to NB35-2CEPby newly built submarinepipeline, and with qualified crude oil of NB35-2CEP, itis transported to"Century" FPSO for storage and transportation. Theseparatedproduction water and source well water are directly injected back intotheformation after CEPA is qualified. CEPA consists of two 10000 kW mainpowerstations, which are connected by submarine composite cables and NB35-2CEP.

2. Name of Goods: Totally Enclosed Fire-protected Life Boat

Qty: 2 SET (60 persons for each set) include Totally Enclosed Fire-Protected lifeboat, its supplies and auxiliary system  

Delivery Schedule: On or before Aug. 15th, 2020 (From within PRC)

On or before July 31st, 2020 (From outside PRC)

Destination of delivery: Construction Site of Qingdao, Shandong Province (From within PRC) or Qingdao Seaport, Shandong Province (From outside PRC)

 

Main technical requirements:

(1) The number ofpersons board needs to meet the requirement of 60 persons/set for CEPAplatform.

(2) The davit shall be platform fixed-type.

(3) Operation and maintenance area should be surrounded with therails.

3. Qualificationrequirements:

(1) The life boat shall be designed, manufactured, certified and tested in accordance with therequirements of Safety Rules for Offshore Fixed Platform Issued by StateEconomic & Trade Commission. PRC (SETC). The bidder shall at his own costarrange inspection and obtain inspection compliance certificate of the lifeboatfrom one of the certifying agencies authorized by COOOSO, which are CCS.

(2) The Totally Enclosed Fire-protected Life Boats provided by the bidder should be the matureproducts, the trial products would not been accepted. The product shall have the achievement of having been successfully operated in marine environment fortwo or more years at least two different projects, which is calculated from thedate of signature of the acceptance and inspection reports or the certificate of operation time issued by the user, the bidder shall provide the relevant supporting documents, including contracts, commissioning reports, acceptance reports and valid certification from the users. If the above documents do notcontain the name of the facility where the equipment is located and the information of the user, the bidder shall provide documentary evidences.

(3) CCS certificationfor design, fabrication, inspection and testing are required for the biddingproduct.

(4) Certificate ofType Approval by CCS are required for the bidding product.
