1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，旅大6-2油田开发项目流量计的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：流量计

数量：    99台

交货期：  2020年10月30日（国内）或2020年10月15日（进口）

交货地点：中国山东青岛建造场地（国内货物）或山东青岛港（进口货物）

 

2．业绩和资格要求：

投标人所投标的流量计应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投流量计每种类型应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩；火炬流量计如果为皮托管原理的流量计，须具有至少两个项目在石油化工行业运行一年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩；蒸汽流量计（孔板、文丘里、皮托管），须具有至少一个项目在蒸汽工况上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩（应满足设计压力不低于19Mpa且设计温度不低于400℃）；并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）；上述文件中如未包含流量计所在设施的名称及使用方信息，投标人应提供有效说明文件。

 

3．主要技术要求：

火炬气流量计可以在线更换传感器，以便在不关闭工艺流程的情况下进行在线维护。 

4．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2020年1月20日至2020年2月3日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。

5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年2月13日11:00时（北京时间）前递交至天津市滨海新区海川路2121号渤海石油管理局大厦A座2405会议室，在此时间后收到的投标文件恕不接受。

6．开标时间：定于2020年2月13日11:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。

开标地点：天津市滨海新区海川路2121号渤海石油管理局大厦A座2405会议室。

7. 本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

1. Procurement& Tendering Centerof CNOOC Procurement Dept.andCNCCC International Tendering Co., Ltd.(hereinafter called “TenderingAgent”), forand on behalf of CNOOC China Limited (hereinaftercalled"Purchaser") invites sealed bids from eligible bidders for thesupply of following equipment:

2. Qualification requirement: The flowmeters provided by VENDOR shall be the mature products of the manufacturers, new trial products would not been accepted. Since in recent 10 years to the bid deadline, the productsprovided by VENDOR should have at least two projects had successfulapplications in offshore platform/FPSO for two years ( From the date ofacceptance of delivery or the certificate issued by USER). If the flare gasflowmeter is a flowmeter in the form of a pitot tube principle, it must have atleast two projects had successful applications in petroleum refining industryfor one year or more (From the date of acceptance of delivery or thecertificate issued by USER).Steam flowmeter (orifice plate, venturi, pitot tube) shall have at least twoyears and more performance (From the date of acceptance of delivery or thecertificate issued by USER) of at least one project in steam operation (shallmeet the design pressure not less than 19 Mpa and the design temperature notless than 400 C).The VENDOR shall provide the corresponding documents (written material refers to: contract and thecommissioning acceptance documents or contract and the effective proofcertificate issued by the operator). If the above documents do not contain thename of the facility where flowmeter is located and the information of theuser, the bidder shall provide a valid document.

 

3. Maintechnical requirement:

l  Flare gas flowmeter can be provision forreplacement of transducers to perform on line maintenance，without shutting down of theprocess
