垦利16-1油田位于渤海南部海域，东经119°25′～119°40′，北纬37°37′～38°42′，西北距垦利9-5/6油田14km，东北距垦利10-4油田8km，东南距龙口约70km。油田范围内平均水深约13.1。

海上工程设施主要包括：

l 新建一座井口平台KL16-1 WHPA

l  新建一条KL16-1WHPA至KL10-4WHPA混输海底管道

l  新建一条KL16-1WHPA至KL10-4WHPA注水海底管道

l  新建一条KL16-1WHPA至KL10-4WHPA复合海底电缆

l  老平台改造：KL10-4WHPA平台、KL10-1WHPB平台

交货期/交货地点：

国内交货要求：2021年3月24日前到达到达天津塘沽买方指定地点。

国外交货要求：2021年3月9日前CIF天津新港。



2.资格标准：

★ 投标人所提供的关断阀和开关阀阀体及执行机构应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投产品（阀门和执行机构需配套）应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。对于气动关断阀，每个项目应有数量不低于35台阀门和执行机构配套的应用业绩。上述文件中如未包含关断阀和开关阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

★对于气动关断阀，投标人所投产品的业绩中如未包含不低于10寸900磅和不低于8寸1500磅阀门及执行机构配套的应用业绩，则投标人需另提供一个不低于10寸900磅和不低于8寸1500磅阀门及执行机构配套的应用业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。上述文件中如未包含气动关断阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

★固定式关断阀阀体的设计必须至少满足API 6D和ASME B16.34的要求，浮动式关断阀阀体的设计必须至少满足ASME B16.34的要求。阀门的防火设计应满足API 607或API 6FA。厂家应提供在有效期内的API 6D、第三方防火型式认证证书、ISO 9000-2000证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年3月日开始至2020年4月7日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。



4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年4月21日10:00时（北京时间）前递交至天津滨海新区海川路2121号渤海石油管理局A座会议室。



5. 开标时间：定于2020年4月21日10:00时（北京时间）开标。届时请参加投标的代表出席开标仪式。 开标地点：天津滨海新区海川路2121号渤海石油管理局A座会议室。

The KL16-1 oil field is located in the south of BOHAIbay, east longitude 119° 25'~ 119° 40', north latitude 37° 37'~ 37°42', 14kmnorthwest from KL9-5/6 oilfield, 8km northeast from KL10-4 oilfield, about 70kmsoutheast of LONGKOU. The water depth is about 13.1m.

2.Qualification Requirements:

★The valve and actuator of shutdown valve and On-off valve providedby VENDOR shall be the mature products of the manufacturers. The newlytrial products is unacceptable. Since in recent 10 years to the biddeadline,the valve and actuator of shutdown and blowdown valves thatVENDOR supplied should have at least two projects had successfulapplications in offshore platform or FPSO for two years ( From the date ofacceptance of delivery or the certificate issued by USER). For pneumaticsSDV, each project should have not less than 35 sets valves and actuatorsapplication performance. The VENDOR shall provide the correspondingdocuments (written material refers to: contract and the commissioningacceptance documents or contract and the effective proof ertificate issuedby the operator). If the above documents do not contain the name of thefacility where shutdown valve and On-off valve is located and theinformation of the user, the VENDOR shall provide a valid document. Theproduct type of the performance provided by the VENDOR shall be thesame as the product type of the tender.

★For pneumatics SDV, if the VENDOR’s product performances don'tinclude the application performance of not less than the sizing & rating of10” 150LB and 8” 1500LB of valve and actuator, the VENDOR shouldprovide an additional application performance of not less than the sizing &rating of 10” 150LB and 8” 1500LB of valve and actuator. The VENDORshall provide the corresponding documents (written material refers to:contract and the commissioning acceptance documents or contract and theeffective proof certificate issued by the operator). If the above documentsdo not contain the name of the facility where shutdown valve is located andthe information of the user, the VENDOR shall provide a valid document.The product type of the performance provided by the VENDOR shall be thesame as the product type of the tender.

★The trunnion ball valves shall as a minimum meet the requirements ofAPI 6D and ASME B16.34,the floating ball valves shall as a minimum meetthe requirements of ASME B16.34. The firesafe design of valves shouldmeet API 607 or API 6FA. The manufacturer should provide API 6Dcertificate, fire type certificate of the third party ,9000-2000 ISO certificatewithin the validity period.
