交货期/交货地点：

国内交货要求：2021年4月3日前CEPC平台关断阀到达山东青岛买方指定地点；WHPB关断阀到达天津塘沽买方指定地点。

国外交货要求：2021年3月20日前CEPC平台关断阀CIF山东青岛港；WHPB关断阀CIF天津新港。

2.资格标准：

★ 投标人所提供的关断阀和放空阀阀体及执行机构应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投产品（阀门和执行机构需配套）应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。对于气动关断阀，每个项目应有数量不低于35台阀门和执行机构配套的应用业绩。上述文件中如未包含关断阀和放空阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

★对于气动关断阀，投标人所投产品的业绩中如未包含不低于16寸900磅和不低于8寸1500磅阀门及执行机构配套的应用业绩，则投标人需另提供一个不低于16寸900磅和不低于8寸1500磅阀门及执行机构配套的应用业绩，并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件）。上述文件中如未包含气动关断阀所在设施的名称及使用方信息，投标人应提供有效说明文件。投标人所提供业绩的产品型式应与本次招标的产品型式相同。

★关断阀和放空阀及执行机构需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd’s, DNV,CCS，BV）对关断阀和放空阀整体进行检验并获得检验证书。

★固定式关断阀阀体的设计必须至少满足API 6D和ASME B16.34的要求，浮动式关断阀阀体的设计必须至少满足ASME B16.34的要求。阀门的防火设计应满足API 607或API 6FA。厂家应提供有效的API 6D、第三方防火型式认证证书、ISO 9000-2000证书。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年3月20日开始至2020年3月30日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年4月21日10:00时（北京时间）前递交至天津滨海新区海川路2121号渤海石油管理局A座303会议室。

Overview:BZ19-4oil field is located in the southwestern area of Bohai Bay, approximately 145km northwest from tianjin city tanggu, 132 km southeast from longkou city ofShandong province. The adjusting development of BZ19-4 oil field will build onenew 8-leg central platform CEPC. The water depth of BZ19-4 CEPC is about 21.5m.BZ19-4 CEPC will be connected to BZ19-4WHPB via trestle bridge.

From outside PRC： March 20, 2021 of CIF qingdao Seaport,Shandong for CEPC SDV;CIF Xingang Seaport,Tainjin for WHPB SDV.

2.Qualification Requirements:

★The valve and actuator of shutdown valveand blowdown valve providedby VENDOR shall be the mature products of the manufacturers. The newly trial products is unacceptable. Since in recent 10 years to the biddeadline, the valve and actuator of shutdown and blowdown valves that VENDORsupplied should have at least two projects had successful applications inoffshore platform or FPSO for two years ( From the date of acceptance ofdelivery or the certificate issued by USER). For pneumatics SDV, each projectshould have not less than 35 sets valves and actuators application performance.The VENDOR shall provide the corresponding documents (written material refersto: contract and the commissioning acceptance documents or contract and theeffective proof certificate issued by the operator). If the above documents donot contain the name of the facility where shutdown valve and On-off valve islocated and the information of the user, the VENDOR shall provide a validdocument. The product type of the performance provided by the VENDOR shall bethe same as the product type of the tender.

★Forpneumatics SDV, if the VENDOR’s product performances don’t include theapplication performance of notless than the sizing & rating of 16” 900LB and 8” 1500LB of valve and actuator, theVENDOR should provide an additional application performance of not less than the sizing& rating of 16” 900LB and 8” 1500LB of valve and actuator. The VENDOR shallprovide the corresponding documents (written material refers to: contract andthe commissioning acceptance documents or contract and the effective proofcertificate issued by the operator). If the above documents do not contain thename of the facility where shutdown valve is located and the information of theuser, the VENDOR shall provide a valid document. The product type of theperformance provided by the VENDOR shall be the same as the product type of thetender.

★The valve and actuator of shutdown and blowdown valves shall bedesigned, manufactured, certified and tested in accordance with therequirements of Safety Rules for Offshore Fixed Platform Issued by StateEconomic & Trade Commission. Supplier shall at his own cost arrangeinspection and obtain inspection compliance certificate of The shutdownand blowdown valves from one of the certifying agencies authorized byCOOOSO, which are ABS, LIoyd's, DNV,CCS，BV.

★The trunnion ball valves shall as a minimum meet the requirements of API 6D and ASME B16.34,the floating ball valves shall as a minimum meet the requirements of ASME B16.34. The firesafe design of valves should meet API 607 or API 6FA. The manufacturer should provide valid API 6D certificate, fire type certificate of the third party ,9000-2000 ISO certificate.

3.
