| 项目概况： | 江苏滨海液化天然气（LNG）项目包括接收站工程和码头工程。接收站工程计划建设22万立方米LNG储罐4座及相关配套设施，一期工程建设规模为300万吨/年，设备最大年处理能力550万吨（其中气态外输450万吨/年、液态外输100万吨/年）；码头工程一期工程将建设一个可停靠26.6万立方米船型的主接卸码头（含装船功能），另外新建一座靠泊3000吨杂货船码头。项目于2019年5月开工，计划2022年3月份项目机械完工，2022年6月份投产。 |

| 资格要求： | 1）资质要求： 1、投标人必须是具有独立法人资格的流量计制造商或唯一授权代理商或唯一授权成橇商。 独立法人资格的流量计制造商/成橇商要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。 代理商要求：如果投标人所投的超声波流量计不是投标人自己制造的，投标人应得到超声波流量计制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书，流量计制造商不能同时授权多家投标人参与投标。 2、投标人为流量计制造商或唯一授权代理商的，计量橇系统应由超声波流量计制造商在其工厂集成，或由其唯一授权在成撬商工厂集成。 3、流量计算机和超声波流量计应取得国际权威认证机构（指PTB、NMI、OIML）专门用于商贸交接的认证。 4、成橇商必须具有特种设备制造许可证（压力管道）安装GC1(2)级资质证书或特种设备压力管道元件组合装置制造A级资质证书或特种设备压力容器制造A1级资质证书。 2）财务要求：投标人应提供2016-2018年（或2017-2019年）审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。 2016-2018年（或2017-2019年）的年平均净资产：不低于等值2000万元人民币； 2016-2018年（或2017-2019年）的年平均资产负债率：小于0.85。 3）业绩要求：投标人应分别提供超声波流量计制造商和成橇商业绩，如果投标人本身是流量计制造商，仍须提供唯一授权成撬商业绩。要求自2009年1月1日至投标截止之日，至少具有1项中国境内用于计量天然气贸易交接的2路DN300、900磅及以上的计量撬供货和正常运行业绩。业绩应提供相关证明材料。相关证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）。无法提供证明材料的业绩为无效业绩。 4）质量要求：投标人应分别提供超声波流量计制造商和成橇商在有效期内的ISO9001质量管理体系认证证书。制造商（适用于中国境内制造商）的质量管理体系认证应可以在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn/)核实。 |

2. References and Qualification requirement:
1) Qualification requirements
1、The bidder must be an independent legal entity of the meter manufacturer or sole authorized agent or sole authorized/skid-builder.Requirements for independent legal person status of flow meter manufacturer/skid-driver: the domestic bidders shall provide valid business license, organization code certificate, tax registration certificate, etc. Overseas bidders shall provide valid independent legal person certificate. To prove that the bidder has independent legal person status.
Agent requirements: if the ultrasonic flowmeter submitted by the bidder is not made by the bidder himself, the bidder shall obtain the consent of the ultrasonic flowmeter manufacturer and the formal authorization to prove that it is the only supplier of the goods in this bidding. The flowmeter manufacturer shall not authorize more than one bidder to participate in the bidding.
2、Where the tenderer is the flowmeter manufacturer or the sole authorized agent, the metering skid system shall be integrated by the ultrasonic flowmeter manufacturer at its plant or by its sole authorized at the crowbar plant.3、Flow computer and ultrasonic flow meter shall be certified by the international authoritative certification body (PTB, NMI, OIML) specially used for business handover.
4、Skiders must have A special equipment manufacturing license (pressure piping) installation GC1(2) qualification certificate or special equipment pressure piping component assembly assembly manufacturing class A qualification certificate or special equipment pressure vessel manufacturing class A1 qualification certificate.
2) Financial requirements: the bidder shall provide the financial audit report and audited financial statements issued by the audit institution from 2016 to 2018, （Or 2017-2019）including the balance sheet, cash flow statement and income statement.Average annual net assets from 2016 to 2018（Or 2017-2019）: no less than the equivalent value of RMB 20，000，000; Average annual asset-liability ratio for 2016-2018（Or 2017-2019）: less than 0.85.
3) Performance requirements: the bidder shall provide the performance of ultrasonic flowmeter manufacturer and skid builder respectively, If the bidder is the meter manufacturer itself, the performance of the sole authorized crowbar must still be provided.and shall have at least 1 metering supply and normal operation performance of DN300, 900 and more for the transfer of measuring natural gas trade in China since the bidding deadline of 1 solstice on January, 2009. Relevant supporting materials shall be provided for the performance. Relevant certification materials include: copies of key pages of the performance contract (such as the first page of the contract, the date of signing the contract, the date of delivery, the page of signature and seal of both parties, the page of description of the scope of supply/scope of work, the page of main technical parameters and other key pages, the original for reference).
4）Quality requirements: the bidder shall provide the ISO9001 quality management system certificate of the ultrasonic flowmeter manufacturer and the sled manufacturer within the validity period. The quality management system certification of the manufacturer (applicable to manufacturers in China) shall be verified on the website of the certification and accreditation administration of China (http://www.cnca.gov.cn/).
3.The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page ofInvitation for bid for purchasing Bidding Document fromApril. 26th, 2020 toMay. 8th 2020.
