1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海油江苏天然气有限责任公司委托，邀请合格投标人就江苏LNG接收站项目下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：

货物名称：低温蝶阀（20”以上），其中24" 5台、28" 1台、30" 2台、32" 5台、36" 2台、42" 7台。

    CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Jiangsu Gas Co., Ltd (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Name of Goods: Low temperature butterfly valve over 20 “ ，of which 24" 5 sets、28" 1 sets、30" 2 sets、32" 5 sets、36" 2 sets、42" 7 sets.

数量：22台

交货期：

Delivery Schedule:

关境外提供的货物，合同签订后270日装船，交货地点：中国上海港；

Goods provided by the customs outside China shall be shipped 270 days after the signing of the contract, and the place of delivery shall be at the port of Shanghai, China;

关境内提供的货物，合同签订后300日到达江苏省盐城市滨海港区江苏LNG接收站业主指定现场。

Goods provided inside the customs territory shall arrive at the site designated by the owner of Jiangsu LNG terminal in Binhai port area, Yancheng City, Jiangsu Province 300days after signing the contract.

2．业绩和资格要求：

     References and Qualification requirement:

1）资质要求：

 Qualification requirement:

A.投标人必须是具有独立法人资格的低温蝶阀制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

  Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity. Bidder from within the PRC Customs Territory shall provide valid business license,Organization Code Certificate and tax registration certificate or integrated business license combined above three certificates. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.

B.代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

 If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for thebid in China.

C. 投标人应提供阀门制造商以下三类有效认证证书复印件，若三类认证证书包含产品的类型、口径、温度和压力等级其中的一种或几种参数，则其证书中的相应参数须覆盖本次招标的产品对应最高参数要求。所有证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致。

The bidder shall provide copies of the three type certifications of the manufacturer when bidding, if the three type certifications include one or several parameter ofvalve type, size, temperature and pressure, the corresponding parameter shall cover the corresponding valve’s highest parameter inthe bidding documents. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods:

（1） 压力设备认证证书：制造商应具有中国国家质监局颁发的特种设备制造许可证（A2(2)级）、特种设备型式试验证书和压力设备(PED)认证证书中的至少一种；

Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issuedby General Administration of Quality Supervision(Certificate level for cryogenic valvesA2(2)),Certificate for Type Test ofSpecific Equipment and certificate for pressure equipment（PED）.

（2） 防火认证证书：制造商应具有API607或API6FA或ISO10497防火证书，认证机构应为Lloyd's、BV或DNV等；

Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.

（3） 低泄漏认证证书：阀门必须具备可靠的外密封性能，应至少达到TA-LUFT或ISO 15848-1的要求，并提供相关测试的TA-LUFT证书或ISO 15848 PART 1的认证。

Leakage certification：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provideTA-LUF certification or ISO 15848 PART 1.

D. 从中华人民共和国关境内提供的货物：投标截止时间前已进口的货物：不接受；投标人拟自行进口后销售给招标人的货物：不接受。

For goods offered from within PRC customs territory:goods already imported prior to the deadline for submission of bids（not allowed）；Goods that the bidder intends to import by itself and then sell it to the Tenderee after import （not allowed）

E. 限位开关应满足国家市场监督管理总局公告〔2019年第34号〕《市场监管总局关于防爆电气等产品由生产许可转为强制性产品认证管理实施要求的公告》的要求，须在供货时提供CCC认证。

Limit Switches shall meet there quirements of the announcement of the State Administration of market supervision [No. 34 in 2019] 《noticeof the State Administration for Market Regulation about explosion-proofelectrical products change from production license to compulsory product certification》.And the vendor should provide China Compulsory Certification on delivery.

2）财务要求：投标人应提供2016-2018年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。

Bidder shall submit 2016-2018 audited financial report issued by auditing agency,including balance sheets, cash flowstatement, profit statement.

2016-2018年的年平均净资产：不低于等值1000万元人民币；

Average net assets of last three years (from 2016 to 2018): notless than RMB 10,000,000 Yuanor equivalent;

2016-2018年的年平均资产负债率：小于0.85。

Average asset-liability ratio of last three years (from 2016 to 2018): less than 0.85.

3）业绩要求：

 Performance requirements:

A. 制造商自2006年1月1日至投标截止之日（合同签署时间），须具有至少2座国内LNG接收站（规模不小于200 万吨/年）深冷蝶阀使用业绩，其中有一个单项合同供货业绩包含深冷蝶阀供货总数不低于10台，且此单项合同中至少有1台尺寸≥42"且磅级≥150LB的深冷蝶阀。

 A. From January 1, 2006 to the deadline for submission of bids（according to the date of contract signature）, the manufacturer shall have at least 2 domestic LNG receiving terminals (with a scale of no less than 2 million tons/year) performance of operating cryogenic butterfly valves, among them there is at least one contract of which has no less than 10 sets cryogenic butterfly valves and one set 42" and above and 150LB and above cryogenic butterfly valves.

B.投标人须提交有效的业绩表和相关证明文件（“1.合同复印件相关章节”和“2.用户使用证明或用户调试报告”。如前述1和2无法体现接收站名称和规模，须提供其它证明接收站名称和规模的公开发行文件）。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（深冷蝶阀）、装置名称及规模（LNG接收站，不小于200万吨/年）、供货数量、阀门尺寸、磅级。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述业绩信息，均视为无效业绩。

B.Bidders shall submit valid performance statements and relevant supporting documents (“1. Relevant chapters copies of contract”and“2. User's on-site commissioning report or user's certificate ofuse”. If the above item 1 and 2 can not prove the name and scale of LNG receiving stations,the bidder shall provide other public document to prove thename and scale of LNG receiving stations).The relevant documentary evidence must embody at least the following contents: the signing time of the contract, the name of the goods,the type of the goods (cryogenic butterfly valves), the name and scale of theunit (LNG receiving stations no less than 2 million tons per year ), the quantity of goods supplied, the size and class of valve. Failure to submit arelevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.

C.投标人所报的本次招标低温蝶阀（包括阀门本体、主要部件）的原产地和制造商应与所提供业绩中的低温蝶阀（包括阀门本体、主要部件）原产地以及制造商一致，且所投本次招标低温蝶阀（包括阀门本体、主要部件）应在其原产地工厂进行生产和检验，不得委托加工。

C.The original place and manufacturer of cryogenic ball valves(including the valve body and main component) of the bidder’s quotation shall be in accord with the original place and manufacturer of the cryogenic ball valves(including the valve body and main component) of the offered performance. And the cryogenic ball valves(including the valve body and maincomponent) of the bidder’s quotation shall be manufactured and tested in theplant of the original place, OEM is forbidden.

4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。

Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid. The agent shall have the ISO certificate of the product manufacturer.

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从  2020年5月7日开始至2020年5月14日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The interested Bidders may obtain the bidding document byfollowing method: Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn) on the page of Ivitation for bid for purchasing Bidding Document from May. 7th, 2020 to May. 14th 2020. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated onlineand offline payment will not be accepted. After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding Documents which isnon-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid. In addition, thebidder need to succeed in the China international bidding nets(http://www.chinabidding.com/) registered and through the platform review.

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2020年5月28日9:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层会议室，在此时间后收到的投标文件恕不接受。

Bids must be delivered to Meeting Room No.401A of CNOOC Tower, No. 6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission ofbids before 9:30 a.m. (Beijing time) on May.28th, 2020. Any bid beyond therequired time and date shall be subject for rejection.

5．开标时间：定于2020年5月28日9:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

Bid-opening placetime:Bids will be opened in the presence of bidders' representatives who chooseto attend at 9:30a.m.(Beijingtime) on May.28th, 2020.
