项目概况：旅大29-1油田开发依托旅大16-3油田，在旅大29-1油田区域新建一座无人值守井口平台LD29-1 WHPA。根据项目需要，采购多路阀：1台。

供货范围应包括一套多路阀，具体接口和尺寸如下：

交货期/交货地点：

国内交货要求：2021年02月06日前到达塘沽买方指定地点。

国外交货要求：2021年01月22日前CIF天津港。

 

2.资格标准：

投标人所投标的多路阀应为制造厂家的成熟产品，买方不接受新试制产品。在投标截止日前十年内，投标人所投多路阀应具有至少两个项目在海洋石油平台上运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩。投标人所投产品业绩至少有一个不低于本次投标产品的尺寸和磅级（入口:4”ANSI 900#，总出口：6”ANSI 900#），并提供相应的书面材料证明（书面材料是指：合同及相应交货验收单或合同及相应使用方出具的有效证明文件），或另外提供一个不低于本次投标产品磅级的样机证明（通过第三方产品认证，并提供相应的测试报告）；上述文件中如未包含多路阀所在设施的名称及使用方信息，投标人应提供有效说明文件。

 

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2020年05月13日开始至2020年05月20日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。

4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2020年06月03日10：00时（北京时间）前递交至天津市滨海新区海川路2121号海洋石油大厦A座（鉴于防疫期间，建议邮寄递交投标文件，大厦园区目前仅可接收顺丰快递，收件人：李静，联系电话：022-66502513），在此时间后收到的投标文件恕不接受。

 

5. 开标时间：定于2020年06月03日10：00时（北京时间）开标。开标地点：天津市滨海新区海川路2121号海洋石油大厦A座。

 

6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

 

7.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

2.   QualificationRequirements:

The MSVprovided by VENDOR shall be the mature products of the manufacturers, new trialproducts would not been accepted. Since in recent 10 years to the bid deadline,the products provided by VENDOR should have at least two projects hadsuccessful applications in offshore platform for two years ( From the date ofacceptance of delivery or the certificate issued by USER). At least one of theproduct performances provided by the VENDOR should be higher than the size andrating as followings (Inlet: 4” ANSI 900 #, Group outlet: 6 ” ANSI 900#). TheVENDOR should provide the corresponding documents (written material refers to:contract and the acceptance of delivery OR contract and the valid certificateissued by the USER). Or the VENDER should provide a prototype certificate notless than the rating of the tendered product (which should have the third-partyproduct certification, and provide the corresponding test report). If the abovedocuments do not contain the name of the facility where MSV is located and theinformation of the user, the bidder shall provide a valid document.
