项目概况：流花11-1/4-1油田二次开发项目涉及正在生产的流花11-1油田、流花4-1油田，以及新开发的流花11-1油田三井区。流花11-1油田与流花4-1油田所产物流经桥接管汇与流花11-1油田三井区所产物流在新建导管架预处理平台（LH11-1DPP）汇集，进行预处理后通过10”软管输送到新建圆筒型FPSO处理成合格原油、储存、外输。 本次采购的惰气系统将安装在新建的圆筒FPSO上。

★2.资格和业绩要求：

(1)资格要求及证明文件

a)制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；

b)本次不接受代理商投标。

c)惰气系统应符合SOLAS的规范，系统应由挪威船级社（DNV）进行认证，取得船级社入级产品证书。

d)惰气系统橇内所有防爆电气设备及仪表部件均要取得防爆证书，并根据《强制性产品认证目录》的要求取得中国强制性认证（3C）证书（注：防爆型可燃气体报警（探测）器、防爆温度仪表、流量仪表、压力仪表、液体（物位）仪表等五种计量类防爆设备不在CCC范围内）。

(2) 业绩要求：

投标人提供的惰气系统必须是成熟产品，不接受试制产品。投标人应有2台/套及以上的烟气模式惰气发生器和2台/套及以上的直燃模式惰气发生器（烟气模式惰气发生器和直燃模式惰气发生器的单台惰气能力均不低于5200m³/h），并在FPSO或MOU设施上有成功运行两年以上的业绩（成功运行的开始时间不晚于2018年10月31日）。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：

①销售合同复印件（含封面和签字页，内容要有相关技术附件）和

②用户签字的成功运行证明文件和/或用户签发的临时接受证书和/或有第三方船级社签字的调试记录报告。

投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境（应用于FPSO或MOU海上设施）、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：从2021年4月22日开始至2021年4月28日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未在本系统领购招标文件，不得参加投标。

Project overview: The secondary development project of Liuhua 11-1/4-1 oilfield involves Liuhua 11-1 oilfield and Liuhua 4-1 oilfield, which are in production, as well as the newly developed No. 3 area of Liuhua 11-1 oilfield.

The products of Liuhua 11-1 Oilfield and Liuhua 4-1 Oilfield flow through the pipe manifold of the bridge and the product flow of the No. 3 area of Liuhua 11-1 Oilfield gather in the newly built jacket pretreatmenTEt platform (LH11-1DPP). After pretreatment, the products are transported to the newly built cylindrical FPSO through 10 "hose for processing into qualified crude oil, storage and transportation. The inert gas system is installed on a newly built cylindrical FPSO.

★2.Requirements for Qualification and reference of Bidder:

(1) Requirements for Qualification of Bidder:

a) The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.

b) The bid from Agent shall not accept.

c) The inert gas system shall conform to SOLAS recommendations. The system shall be classified and certified by the Authorized Certifying Agencies DNV. And obtained the DNV classification product certificate.

d) All explosion-proof electrical equipment and instrument components in Inert Gas System shall obtain explosion-proof certificate, and the products which have been included in the Catalogue of the Mandatory Products subject to the China Compulsory Certification (CCC) shall be certificated. (explosion-proof combustible gas detector, explosion-proof temperature measurement gauge, flow rate gauge, pressure gauge and liquid level gauge/meter is not in the list of CCC mandatory).

(2) Requirement for Bidder_EpSingleQuotes_s reference:

Prototype equipment shall not be acceptable. The bidder’s manufactory shall have at least 2 sets of flue-gas type and 2 sets of fuel-burning type successfully operated no later than Oct 31^th, 2018 references of IGG and IGS for FPSO or MOU Facilities, the capacity of each type of the Inert Gas Generator shall no less than 5200m³/h.

The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least one of any followed : copies of sales contract(including technical appendix); and/or Completion certificate signed by end user ; and/or certificate issued by third party classification society to verify its authenticity ；

The corresponding documentary evidence. submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance(FPSO or MOU offshore facilities), technical requirements of capacity ≥5200m³/h and fuel-burning type technical requirements of capacity ≥5200m³/h. successful operation time；

If no documentary evidence submitted, or documentary evidence submitted cannot demonstrate Name of Goods, Quantity, usage circumstance (FPSO) offshore facilities), technical requirements of capacity ≥5200m³/h and fuel-burning type technical requirements of capacity ≥5200m³/h, successful operation time, the relevant reference will be deemed invalid.

3.
